When acceptance or rejection of proposals is the responsibility of senior management or of a client, this fundamental principle of good governance should be adopted:
A major issue in governance is how the client interacts with those who are carrying out the work. Infrastructure clients often prefer to stand back and let consultants and contractor take responsibility for risk.  Evidence suggests that it is in the client's best interest to have critical thinkers on the project team  who are on the payroll of the client.  Such persons have the client's interests as their first responsibility.
